COLUMBIA, SC – The City of Columbia is seeking civic-minded individuals to fill vacancies on various city boards and commissions. Applicants should have an interest or background in the subject and be willing to serve the full term – ranging from 2 to 5 years, depending on the board or commission.
All applicants must live within the city limits of Columbia. The deadline for submitting an application is Tuesday, October 5, 2021 at 5 p.m.
Accommodation Tax Advisory Committee (A-TAX) Looking for seven (7) candidates. Four (4) must be designated representatives of the hospitality industry, of which two (2) must be from the hospitality industry; one (1) must be a representative of cultural interest; two (2) can be businessmen / citizens of At-Large in the community. The purpose of this committee is to review applications submitted for lodging tax funding and to make recommendations to Columbia City Council. Duration: 2 years.
Zoning Appeal Board- (BOZA) Seeking to fill one (1) vacant position. The Zoning Appeal Board is a quasi-judicial board that makes decisions about zoning matters. Cases are posted and announced in accordance with Chapter 17, Section III, Division 3, Section 111 and 112 of the City Code of Ordinance and with Title 30, Chapter 4 of the South Carolina Code of Laws. The Council does not act as a recommendation body to the City Council; instead, appeals from Commission decisions are heard by the Circuit Court. Duration: 3 years.
Citizen Advisory Committee for Community Development Seeking to fill three (3) vacant positions. The purpose of the Citizens’ Advisory Committee is to make important recommendations for the use of the Community Development Block Grant (CDBG), Housing Opportunities for People with AIDS (HOPWA) and other federal grant programs. They advise the mayor and council on neighborhood needs, review changes and make appropriate policy comments. Duration: 4 years.
Climate protection action committee Seeking to fill four (4) vacant non-voting positions. The Climate Protection Action Committee (CPAC) is a group of volunteers whose mission is to develop and promote effective strategies to mitigate greenhouse gas emissions, adapt to climate change, conserve natural resources and protect the environment. environment at the city level, while promoting a better quality of life for the citizens of the City of Columbia. Citizen Advisory Committee for CPD Seeking to fill ten (10) vacant positions The Citizen Advisory Committee for the DPC promotes proactive relations with an open dialogue between the DPC and citizens. The purpose of the Citizen Advisory Committee is to review police actions and decisions regarding complaints received by the police service. Duration: 2 years
Colombia Art Museum Seeking to fill one (1) vacant position. The Columbia Museum of Art Commission manages the investment and maintenance, preservation and exhibition of its art collection. The commission is made up of five (5) people. All applicants must reside within the corporate boundaries of the City of Columbia. Duration: 5 years
Columbia prepares advisory committee Seeking to fill six (6) vacant positions. The goal of Columbia’s Readiness Advisory Board is to provide increased transparency in the implementation of CDBG-MIT funds; inform the community as a whole and other stakeholders about mitigation projects and strategies; improve community understanding of the importance of risk mitigation activities and projects to the health and well-being of all residents; solicit and respond to questions, comments and suggestions from the public on the City’s mitigation activities; serve as a permanent public forum to continuously inform the Columbia CDBG-MIT project and programs. Columbia Tree and Appearance Commission (CTAC) Seeking to fill four (4) vacant positions; three At-Large members and an architect or engineer. The Columbia Tree and Appearance Commission has the following powers and duties: To review and recommend policies and ordinances affecting the planting, removal and preservation of trees on public and private property; providing advice on resource allocation and policies for planting, maintaining and removing trees in the City of Columbia; serve as an advisory body to the Municipal Superintendent of Forests and Beautification in the administration of this section; review and make recommendations relating to the annual work plan of the Forestry and Town Beautification Division and any comprehensive urban forestry or reforestation plan; provide public education and advocacy on the value, preservation and care of trees; make recommendations to City Council on disbursements from the Columbia Landscape and Tree Fund; oversee the development and implementation of a master plan for the beautification of the city of Columbia; and advising the City and its boards and commissions on landscaping, tree planting, protection and removal. CTAC helps sponsor the annual Arbor Day celebration, the Treasured Tree program, and the Columbia Choice Awards. Duration: 3 years
Design Development Review Board (DDRC) Seeking to fill one (1) vacant position for an Architectural Historian. Applicants should have experience as an architectural historian. The purpose of the Design and Development Review Board (CDRC) is to review and approve proposed work in historic city districts, urban design areas, and on designated landmarks. Duration: 3 years
Tourist tax (H-TAX) Seeking to fill eleven (11) vacant positions. Six (6) must be from the restaurant and catering industry and five (5) At-large business people. The purpose of this committee is to review hospitality funding requests and make recommendations to Council for the disbursement of these funds. Duration: 2 years
Richland County Review Board appeals Seeking to fill one (1) vacant position. The purpose of the Appraisal Appeal Board is to provide an independent and neutral body to examine property tax disputes between the appraiser and the taxpayer. The Board is responsible for making a fair and impartial decision that takes into account the facts as presented by the Assessor and the Taxpayer as well as the applicable law of South Carolina. This council is composed of seven (7) members appointed as follows: One (1) by the City Council of the City of Columbia, who will reside within the corporate boundaries of Columbia; three (3) by majority of the departmental council; one by the County School District No. 1 Board of Directors, who must be a resident of School District No. 1; one by the County School District No. 2 Board of Directors, who must be a resident of School District No. 2; and one by the County School District No. 6 Board of Directors, who must be a resident of the County, residing in School District No. 6. The city appoints one (1) member, who must reside within the boundaries of the company from Colombia. The term of office of members is three (3) years or until their successors are appointed and qualified. The statutes also specify that an appointment must come from the real estate sector. All members of the board of directors must have experience in one of the following areas: appraisal, real estate development, experience in conviction or experience in real estate litigation. Each Board member is responsible for making a fair and impartial decision that takes into account the facts as presented by the Assessor and the Taxpayer in accordance with applicable South Carolina laws. The Council elects annually a president, a vice-president and a secretary. (All according to the code of laws SC (see annex of code SC Â§ 12-60-2530) Duration: 3 years
